This is what I found out.
In order to log into Information Steward, the user has to belong to the "Data Insight Basic User" group. "Data Insight Analyst" group does not allow user to access the tool, this is strange to me. According to the user guide, Data Insight User only has view permission and Data Insight Analyst users have all the rights of a Data Insight Users plus permission to create/edit/delete, however you cannot log into Information Steward unless you belong to the Data Insight User group. This doesn't sound right to me.
