Customs Groups - Setup

Hi,

I am adding one customs group from AdministrationSetup InventoryCustoms Groups.

I have added 2% in column Customs and Purchase. Other is blank.

The total column displays 4.04.

Can someone let me know how is this calculation done. Should it not be 2 + 2 = 4%.
